Scottish MPs will be blocked from influencing England-only policies, including income tax, under proposals being put forward by the Conservatives today.
Leader of the House of Commons William Hague will lay out plans to give English MPs an effective veto over areas of law that only affect their constituents.
The move would water down the role of Scottish MPs in areas of policy, but is the least radical of those being considered by the Tories.
Failure to reach an agreement with Coalition partners, the Lib Dems, also means the Government is unlikely to put anything to a formal vote on the issue before the General Election.
Mr Hague told Sky News: "We can't have a situation in the future when Scotland is going to set its own income tax rates and its own air passenger duty rates and that Scottish MPs could then come to England and vote for higher income taxes or air passenger duty rates."
But he admitted the plans were likely to remain in the Conservative manifesto and not be put to Parliament for a vote ahead of the General Election because of failure to reach coalition agreement.
He said: "We have had talks within Government and the Lib Dems have some different ideas."
The main sticking point between the coalition parties is over how English only votes would take place. The Lib Dems want to see a body made up through proportional representation voting.
Mr Hague accused Labour of "not wanting to talk about this at all".
Ed Miliband's party is keen on system of regional devolution.
However, it is reluctant to go as far as the Conservatives, in part because it has much bigger representation in Scotland and could face a situation in which it holds a UK-wide majority that is lost in England.
The changes would also make things constitutionally difficult if there was a Labour-SNP coalition after the vote on 7 May.
