Taser Used On Devon Special School Boy

A teenage boy with complex learning difficulties has been Tasered by police in the grounds of a special school.

Devon and Cornwall Police were called to Chelfham Senior School near Plymouth after reports of an alleged assault on a teacher.

The force confirmed officers deployed a Taser during the incident at 9.20pm on December 1, which involved three boys - a 15-year-old and two 14-year-olds - after reports that knives were brandished at officers.

But a solicitor has called into question the use of the device, in the circumstances.

Sophie Khan, a solicitor-advocate and legal director at Police Action Centre, said: "The police action may have been excessive.

"The use on children is only allowed if it is the only feasible method of restraining the child. It's only there if there are no other alternatives to restrain the child.

"Using a Taser on someone suffering some kind of behavioural difficulty or disability is something the policy or guidance doesn't allow."

The Independent Police Complaints Commission (IPCC) has not been contacted in relation to the incident at Chelfham, in Bere Alston.

The teacher was treated at the scene by paramedics for chest and head injuries before being taken to Derriford Hospital.

All three boys involved in the incident were jointly charged with affray and will appear at Plymouth Magistrates' Court on December 20.

The school, which specialises in children with learning difficulties including behavioural, emotional and social difficulties and autism, is owned by the exclusive Priory Group, a private company better known for its addiction clinics favoured by celebrities.

Devon and Cornwall Police are being investigated by the IPCC over a separate incident in which a man, who doused himself in petrol, burst into flames when he was shot with a Taser.

Andrew Pimlott, 32, suffered horrific injuries in the confrontation outside his house and died in a hospital burns unit five days later.

Figures released to Parliament earlier this year showed armed officers discharged, targeted or threatened to use Tasers against youngsters more than 320 times in 2011 - an 11-fold increase from the first year they were cleared for use against under-18s in 2007.

Glasgow Helicopter Crash Pilot's Funeral Held

The funeral has taken place of the pilot killed when his helicopter crashed onto a Glasgow bar last weekend.

Captain David Traill was one of nine people who died when the aircraft crashed on to the roof of the city's Clutha bar on Friday last week.

He was a decorated war veteran, having served in both Afghanistan and Iraq, but had flown for a private company since his retirement from the RAF.

Friends, family and colleagues attended a service at Glasgow University, led by chaplain Reverend Stuart MacQuarrie.

Before the memorial, a guard of honour was formed, with police officers on one side and air ambulance pilots and paramedics on the other.

The funeral cortege was led by police outriders and was joined by a friend of Capt Traill who rode his Harley Davidson motorcycle to the service.

The service had been put together by Capt. Traill's fiancee, Lucy, a graduate from the university, and his father, Iain, who sobbed as he read a poem, You Can Shed Tears, to mourners.

Mr Traill Snr read the same poem by David Harkins at his younger son Angus' funeral three years ago.

A close friend from Mr Traill's time in the RAF read a tribute to "the greatest friend a man could hope for".

Andy Rooney said: "David, Dave, Davey, Swampy - he was different things to different people and he touched many lives.

"But there was a consistency to him that few could match and many could envy. The calm he offered, the warmth with which he was received."

He went on: "He was the greatest friend a man could hope for. A steady, loyal brother in arms.

"He wasn't perfect, that would be tedious. He was a helicopter pilot who didn't like heights.

"You could get him in a helicopter, but you couldn't get him up a set of ladders. He was a pilot who got air sick, to be fair this was mostly on fixed-wing planes."

The 51-year-old had played an active role in the lives of his three young nephews since they lost their father - his younger brother Angus - to throat cancer three years ago.

Capt Traill did not make a mayday call before the aircraft crashed onto the Clutha bar, killing him and two police passengers: Kristy Nelis, 36, and Tony Collins, 43.

Six other people, attending a live music event inside the pub, also died: Robert Jenkins, 61, Mark O'Prey, 44, Colin Gibson, 33, John McGarrigle, 57, Gary Arthur, 48, and Samuel McGhee, 56.

Around 100 people were inside the building when the Eurocopter dropped out of the sky "like a stone" last Friday night and 10 of the 32 injured remain in hospital.

There was no black box data recorder on the helicopter but air accident investigators are examining the wreckage in Farnborough, Hampshire, and are expected to publish their initial findings next week.

Bond Air Services described their popular colleague as "the epitome of the consummate professional" and "a legend" whose passing would be mourned with "a sense of intense loss and sorrow".

Weather: Tidal Surge Clean Up Under Way

The task of cleaning and repairing flood-damaged homes is under way after a tidal surge so powerful it swept some houses into the waves.

The swollen sea flooded 1,400 properties across the country overnight on Thursday in coastal communities stretching from North Wales to Essex.

It was the most serious tidal surge to hit Britain for more than 60 years, and the Environment Agency said high tides on Saturday could cause more flooding in areas already inundated with water.

But the number of flood warnings and alerts has been reduced with fewer than 50 now in place, and no severe flood warnings, which are issued when flooding poses a "significant threat to life".

Susan Telford and Paul Citrine are still struggling to get through to their insurers after their home in Rhyl, north Wales, was left coated in mud once the waters receded.

Ms Telford said: "It's just a waiting game now, I suppose, and a long clean up...but we're lucky. We've got our health and we've got each other and material things can be replaced."

At Hemsby in Norfolk some homes are gone for good. The sheer power of the sea swept three over the sandy cliff and others were left teetering precariously.

Pub landlord Jonathan Thompson rallied his regulars to help save one family's belongings after he saw the cliff beginning to give way.

"It's heartbreaking to watch someone's entire life being swept into the sea never to be seen again," he said.

The Environment Agency says 800,000 properties were protected thanks to both permanent and temporary flood defences.

They helped prevent a disaster on the scale seen in 1953, when hundreds were killed.

But some barriers were breached as the tidal surge combined with high tides and strong winds.

The Maritime and Coastguard Agency (MCA) said two women, two young babies in pushchairs and a dog had been rescued after being hit by a large wave at Louisa Bay in Broadstairs, Kent.

Thousands of homes in coastal areas were evacuated after officials warned that lives could be at risk.

Hundreds of people were forced to spend the night camped out in emergency rest centres.

The North Sea surge followed an Atlantic storm which brought severe gales of up to 80mph across Scotland and northern parts of England.

Some mountainous regions in Aberdeenshire and Inverness-shire reported speeds of around 140mph.

One man died after he was struck by a falling tree in a park in Retford in Nottinghamshire, while a lorry driver was killed when his HGV toppled onto a number of cars in West Lothian.

The adverse weather also caused chaos on the transport network, with rail services for Scotland and parts of the North of England suspended and number of flights disrupted.

Cancer: 'Half Of Doctors Failing Patients'

Family doctors have been accused of failing cancer sufferers after new data suggested more than half are not referring patients to specialists quickly enough.

Figures from around 4,000 GP practices in England show that, in many cases, only a minority of patients are fast-tracked for investigation by a specialist.

In some practices, only around 10% of patients eventually diagnosed with the disease saw a specialist within two weeks.

The target for the NHS says 95% of patients with suspected cancer referred by their GP must be seen by a specialist within two weeks.

While some GP practices show 100% of patients with cancer making it through the fast-track system, others fall far behind.

In around half of the practices in the sample, fewer than 50% of cancer patients were seen through the two-week system.

Not all patients with cancer visit their GP with symptoms.

Some are diagnosed in A&E, while others have cancer detected during routine tests, or are referred straight to A&E by their GPs because their symptoms are so bad.

Stuart Barber, head of communications and campaigns at Beating Bowel Cancer, said the findings were "intolerable".

He said: "GPs have the tools. There are clear symptoms, there is a clear screening programme and if a patient visits their doctor with what are symptoms of bowel cancer they should have the confidence they are going to be referred quickly."

Health Secretary Jeremy Hunt called for tough action to tackle an "unacceptable" postcode lottery in the care being given to patients with life-threatening illnesses.

He said: "Every single patient in the NHS has a right to the very best care - and to see a GP who can spot cancer symptoms early enough to make a difference.

"That's why we've introduced a rigorous new inspection regime for GP surgeries to tackle this unacceptable variation across the country.

"The new chief inspector will speak up for patients without fear or favour, rating each surgery so we can celebrate the best practices and take tough action where standards aren't up to scratch."

The new data has been published by NHS England as part of a raft of information to help patients work out how well their GP practice is performing.

Mike Bewick, deputy medical director at NHS England, said the level of variation between practices is too wide.

He said the data offered an "important insight for commissioners as to where we should be doing better".

Air Traffic Control Problem Delays UK Flights

Flights at airports across the UK - including Heathrow and Gatwick - have been delayed or cancelled by an air traffic control system problem.

Thousands of passengers have seen their flights delayed by a "technical problem" at southern England's main air traffic control centre in Swanwick, Hampshire.

Airports in the south east of England - the world's busiest airspace - have been hardest hit, with the knock-on impact disrupting flights across the UK and further afield.

Passengers have complained about a lack of information as they spend hours stuck on planes, waiting to find out if their flights will take off.

Eurocontrol, which coordinates air traffic control across Europe, has said the technical problem will not be fixed until 4pm at the earliest.

A spokeswoman at Heathrow, where more than 200 flights have been cancelled, said: "Due to a technical issue with air traffic control, flights from many UK airports, including Heathrow, are subject to delay and cancellation.

"If you are flying today you should check the status of your flight with your airline. We are sorry that passengers have experienced disruption to their journeys."

Gatwick Airport tweeted: "Due to air traffic control systems issues some flights may be delayed. Please check with your airline."

There are also reports of delays at Stansted, Manchester, Cardiff, Southampton, Luton, London City and flights to the south from Edinburgh and Glasgow.

British Airways said passengers on cancelled flights would be able to claim a full refund or be rebooked on alternative flights.

The airline said in a statement: "Given that Heathrow is the world's busiest two-runway airport and Gatwick is the world's busiest single-runway airport, there will be problems for all airlines as a result of the ATC failures."

NATS air traffic control apologised for the backlog, blaming an internal phone system issue, and said it had handled 20% fewer flights than usual by midday on Saturday.

A spokesperson said: "In the early hours of this morning, a technical problem occurred at our area control centre at Swanwick.

"The problem is related to the internal telephone system used by our air traffic controllers.

"At night, when it's quiet, sectors of airspace are combined. As it gets busier in the daytime the sectors are split out again and additional control positions are opened to meet the traffic demand.

"Because of the problem with the internal telephone system, it was not possible to open the additional control positions this morning, resulting in a significant reduction in capacity in some areas of UK en-route airspace.

"Safety has not been compromised at any time."

The issue has also affected flights UK-bound flights from Ireland and Europe.

Dublin Airport tweeted: "Technical issue with air traffic control in southern England is causing a delay to some flights to England & continental Europe this AM."

Daisy McAndrew said she had been caught in the "unholy mess" at Gatwick as she tried to fly to Barcelona for work.

She told Sky News: "As ever, staff have been fantastic but they know nothing other than the fact it is going to be a very, very long delay - very frustrating.

"And also, it's embarrassing, isn't it? When you look around a lot of people on my plane are not British, they are flying British Airways, they are probably trying to get back to Spain and they will inevitably be thinking this is something that could have possibly been prevented.

"It doesn't show our air traffic control system or our travel system in a good light.

"I have never heard of an example where every single plane is grounded - it's quite eerie when I look out of the window to see the tarmac in Gatwick, normally so busy, and also the sky above Gatwick which is normally busy - completely static, there's nothing moving."

Mrs McAndrew said the pilot on her flight suggested the delays would cause problems at Heathrow for two or three days.

Alwynne Gwilt, stuck at Stansted, told Sky: "We've just been stuck on the tarmac since we boarded the plane - at that point I don't think they realised quite the extent of the issue.

"Once we were settled in they told us there might be a delay of two hours and 45 minutes but we've had no updates since then.

"I understand that safety comes first. Unfortunately you want to make the most of it when you go away for a short getaway, but at the moment we're only seeing the yellow and blue of the Ryanair planes.

"You have to question why we had to get on the plane if they had known a little bit ahead of time. Now we're stuck with no tea, coffee, all those things you would be able to get if you were in an airport."

He wrote on Twitter: "Control tower failure at Heathrow as left me stranded for 2-3 hours at dusseldorf. Anyone know any games besides eye spy?"

Radar engineer Dan Holland told Sky News the air traffic computer system runs at around 15% capacity during the night when there are fewer flights and then switches to near 100% during the day.

He said: "It seems that when they have made the switch something hasn't gone right and the data isn't being optimised enough for the safety of the passengers and the planes in UK airspace."

Sky News reporter Clare Fallon said problems at Swanwick had caused a similar backlog last summer.

She said: "There were several airports, mostly in the south of England, including Heathrow, and it took several hours then for them to actually deal with that problem."

Aviation analyst Chris Yates said passengers due to arrive at UK airports from overseas could find themselves diverted elsewhere.

He said: "There are contingency plans in place whenever this happens.

"Many of the long-haul flights, coming from China, India, the US and so on, passengers sitting on those planes may find themselves diverted to continental airports.

"But it's going to be a long wait for them. When the system kicks back in and starts working, there will be a backlog of flights.

Travel journalist Simon Calder said the technical glitch was a "disaster".

He told Sky News: "The south-east of England is the busiest airspace in the world. London handles far more passengers than anywhere else including Paris, New York, Tokyo and so on.

He explained that the lack of spare capacity at airports like Heathrow means things get "very messy, very quickly" and airlines are forced to cancel flights to create firebreaks, which allow the system to keep running.

He said there was "no way" that passenger safety would be compromised due to the ongoing problems but that airlines were facing losses of millions of pounds.

He added: "If you are flying today, then good luck, if you're only delayed you're in a pretty good place."

E.ON Dual Fuel Price Tariff To Go Up By 3.7%

Energy supplier E.ON has announced an average price rise of 3.7% for its dual fuel customers, effective from January 18.

The company said the increase in the dual fuel tariff will add an average of £48 to customers' bills.

Consumers with electricity only variable tariffs will also be hit by a 3.7% rise, equal to £20 on their annual payments.

Meanwhile, customers using variable gas tariffs can expect to see an increase of 4.6% - around £37 - to their bills.

The company said in a statement: "For the second year running E.ON has announced an increase later than any other major supplier and has once again shown it is working hard to limit the impact on its customers by announcing a lower average percentage rise than any other major supplier."

The firm said it is offering simpler discounts to customers.

It added that a price alert will automatically inform customers of cheaper deals it may offer in the future.

Chief executive Tony Cocker acknowledged any price rise is dreaded by customers but said his company would improve advice and practical measures for customers.

The price rises incorporate a change to the Government levy system that is calculated into bills.

But Mr Cocker admitted future price rises may occur by 2016.

He said: "Whilst there can be no guarantees, the likelihood of further price rises over the next 18 months caused by an increase in the cost of social and environmental obligations has receded due to the recent action taken by the Government."

Dubai Death: Superbike Racer Emmett Bailed

Former Superbike racer Sean Emmett, whose wife died in Dubai while the couple were on their honeymoon, has been released on bail after being arrested on his return to the UK.

Mr Emmett, 43, had his passport given back to him by officials in the United Arab Emirates months after the conclusion of an investigation into the death of his wife Abbie.

He flew back to the UK from Dubai on Thursday and was immediately arrested.

The sportsman was later released on bail until a date in March, Surrey Police said.

Mrs Emmett, 27, died in February after falling several floors from a high-rise hotel.

Surrey Police said on Thursday: "A 43-year-old man has today been arrested by Surrey Police officers at Heathrow Airport in connection with the death of Surrey resident Abigail Emmett, nee Elson, in Dubai in February 2013."

Mr Emmett had been stranded in the Gulf state since his passport was handed to officials during the investigation.

Before his arrest, he posted a picture of his newly-returned passport on Twitter, describing it as the "best early Xmas pressie ever".

He later tweeted: "Thanks to everyone for all your messages, my phone's melting!! Flight booked and I'll be landing in Blighty 7.10 tmrw. #bringonthecold."

Mr Emmett last month sent a message of thanks to supporters on Twitter, saying: "Just want to thank each and every one of you that has helped me with support, financial or otherwise. I don't even have contacts for some!"

Teenager Electrocuted In Christmas Accident

A teenager has died in a freak electrocution accident while apparently searching for Christmas decorations in the loft of her house.

Georgia Marshall, 13, from Barry, South Wales, is thought to have been killed when a metal ladder inadvertently touched a live wire.

The schoolgirl was holding the step ladder while her father Richard, 54, searched for the decorations, according to local media.

The teenager, one of seven children, was from a family of animal lovers and grew up surrounded by horses, dogs and guinea pigs.

Her mother, Glenda Marshall, paid tribute to Georgia on Facebook.

"My beautiful light became a shining star today. Love u forever and will miss you till the day I die. My amazing Georgia. Words cannot say how I feel XXX," Mrs Marshall wrote.

She has also posted a photograph of Georgia taken last Christmas, with the message: "My Angel, Christmas 2012."

The accident happened on Saturday and Mrs Marshall thanked friends of the family who have been using the site to express their sympathies.

"This is so hard for us. I just wanted to thank everyone for all the support and offers of help this last couple of days," she wrote.

"Thank you to all the people who have taken and are going to take my guineas for me. This will help me out more than I can say.

"I won't ever get over this, but all your thoughts and help are so much appreciated by all of us here. THANK YOU."

Police are not treating the death of the teenager as suspicious.

A South Wales Police spokesman said: "Our thoughts and sympathies are with the family at this tragic time for them."

World Cup 2014 Draw To Be Held In Brazil

England will discover today which teams they will play in the group stages of the 2014 World Cup when the draw for the tournament takes place in Brazil.

The event starts at 4pm UK time in the coastal town of Costa do Sauipe, some 60 miles north of Salvador, one of the host cities.

The balls for the draw will be pulled by prominent players from previous tournaments, including Sir Geoff Hurst, who scored a hat-trick for England when they won the 1966 final against West Germany.

Also taking part will be France's Zinedine Zidane who took his country to victory in 1998 by scoring two goals in the final against Brazil.

The event, to be attended by 3,000 guests and journalists, will be themed along the official tournament slogan All In One Rhythm, said to represent the spirit of Brazil.

The 32 teams will be picked from four pots then arranged in eight groups of four which will decide the fixtures for the opening round.

Fifa rules state no more than two teams from Europe and no more than one team from other continents can be drawn into the same group.

As host nation, Brazil are automatically placed in Pot 1 alongside Spain, Germany, Argentina, Colombia, Belgium, Uruguay and Switzerland

Pot 2 contains Chile, Ecuador, Ivory Coast, Ghana, Algeria, Nigeria and Cameroon, while Pot 3 is made up of Australia, Iran, Japan, South Korea, Costa Rica, Mexico, Honduras and United States.

England are in Pot 4, as well as Bosnia-Herzegovina, Croatia, France, Greece, Italy, Netherlands, Portugal and Russia.

However, under a change Fifa has made to its usual procedure, one of the nine unseeded European teams in Pot 4 will be picked at random and placed in Pot 2 before the main draw to ensure an even number of countries in each pot.

If England were selected, it would mean Roy Hodgson's men would be in the same group as a seeded South American side such as Brazil or Argentina, and would face another of the unseeded European sides, with Netherlands or Italy among the possibilities.

As expected, the eight seeded teams - hosts Brazil, plus the top seven sides according to Fifa's world rankings - will be kept apart for the group stage.

The draw will be watched eagerly by millions of football fans around the world as the fixtures will decide which stadiums the teams will play in during the opening round.

Hodgson has already insisted he is more concerned about the venues his team will play at next summer, rather than the opposition.

"We will go to Brazil believing that whatever group we get we are capable of getting out of it," he said.

"Before the draw, what preoccupies me the most is where we are going to be drawn because that will have an effect on the northern European teams."

Brazil held three days of national mourning last week after two construction workers were killed when a crane at the Corinthians Arena in Sao Paulo collapsed as it was hoisting a 500-ton structure.

Work on the stadium, which will stage the opening World Cup fixture, was due to be finished by December 31 but is now expected to be completed by February 2014.

Weather: Thousands Evacuated Amid Tidal Surge

Coastal communities have been warned of "exceptionally high tides" to come, as Britain is hit by the most serious tidal surge for more than 60 years.

In some places along the east coast, sea levels have been higher than they were during the devastating floods of 1953.

Speaking after a meeting of the Government's emergency Cobra committee, Environment Secretary Owen Paterson said flood defences had protected more than 800,000 homes.

But he warned: "This is not over. There will still be exceptionally high tides ... and I would urge everyone to pay very close attention to advice from the Environment Agency, and also to follow instructions from the emergency services."

In Boston, Lincolnshire, residents told Sky's Gerard Tubb they had seen water "cascading" down the street as sea defences gave way.

Sam Seaton said she was "devastated" to find her home had been so badly damaged she will be unable to spend Christmas there this year.

"I lifted my new sofas up off the floor before I left but they are still wet at the bottom, so the water must have come up to a foot or two high," she said.

The Environment Agency has more than 129 flood warnings and alerts in place across England and Wales, including 23 severe flood warnings which are issued only when flooding poses a "significant threat to life".

Further high tides bring a renewed risk of flooding in areas already inundated with water.

Sea levels peaked at mid to late morning in Yorkshire, Lincolnshire, Norfolk, Suffolk and Essex, and are expected  to rise along the Kent coast this afternoon.

Sea defences built since the 1953 floods, which killed hundreds of people, appeared to have held back the tide in many areas.

However, a Defra spokesman said some defences had been breached by the combination of high tides, strong winds and a large tidal surge.

In Rhyl, north Wales, firefighters spent the night going from street to street, trying to pump water out of people's homes.

Sky's Becky Johnson, at the scene, said: "Many residents thought their homes were protected by the sea defences and simply weren't expecting to be flooded.

"Lots of elderly people had to be rescued by lifeboats and they were really quite distressed by what was happening."

The North Sea surge followed an Atlantic storm which brought severe gales of up to 80mph across Scotland and northern parts of England.

Some mountainous regions in Aberdeenshire and Inverness-shire reported speeds of around 140mph.

One man died after he was struck by a falling tree in a park in Retford in Nottinghamshire, while a lorry driver was killed when his HGV toppled onto a number of cars in West Lothian.

The adverse weather also caused chaos on the transport network, with rail services for Scotland and parts of the North of England suspended and number of flights disrupted.

Murder Probe After Coventry Flats Fall Death

Police are investigating the murder of a man who fell from a flat on the eighth floor of a tower block in Coventry.

The victim, who is believed to have been in his 30s, is thought to have plunged from the building late last night, West Midlands Police said.

His body was discovered in Eden Street at about 11.23pm by a passer-by.

Despite being rushed to hospital, the man was pronounced dead shortly after midnight.

The area has been cordoned off while forensic and police searches are carried out.

Detective Inspector Derek Packham said: "We are treating this death as suspicious and are actively following up several lines of enquiry today.

"We are still speaking to witnesses at the scene this morning and I am keen to hear from anyone in the area who saw anything which may help us with our investigation.

He added: "Perhaps you saw the man drop from the balcony or heard a disturbance in the moments before or after he fell.

"Please speak to officers at the scene or give us a call."

One person has died as winds of up to 142mph battered parts of the UK, causing travel chaos and leaving 100,000 homes without power.

The lorry driver was killed when the HGV he was driving was blown on top of two cars on the A801 near Bathgate, West Lothian, with four others injured in the accident.

The Thames Barrier will be closed from 10pm to protect London from a combined tidal surge and high tide in the Thames estuary.

Elsewhere, homes in Norfolk and Essex are being evacuated after officials warned the lives of people in the region could be at risk from the worst coastal tidal surge for more than 60 years.

Prime Minister David Cameron said a meeting of the Government's Cobra emergency response committee had been called to discuss how to combat the extreme conditions.

Motorists have been warned not to travel due to "extremely dangerous" road conditions and Scotland's entire rail network has been suspended.

Network Rail said debris on the lines and damage to equipment meant it was not safe to operate any services, with trains halted at their nearest stations and passengers advised to disembark.

Spokesman Nick King said: "The weather conditions are such that we are having to bring the network to a standstill at the moment.

Travellers have faced severe disruption across the country - while huge tidal surges over the next 48 hours are expected to see water levels breach sea defences along the east coast of England and cause devastating floods.

As winds got stronger - with gusts of 142mph recorded in the Highlands - Network Rail Scotland said Glasgow Central station had been evacuated "due to debris smashing glass in the roof", although no injuries were reported.

Flights are being cancelled at Edinburgh Airport due to the high winds, which have also prompted the closure of the Forth Road Bridge.

The Scottish Environment Protection Agency has 16 flood warnings and 13 flood alerts in place, most of them for the north and east of the country.

Police Scotland warned  of "extremely poor" conditions and advised motorists to take care.

An overturned lorry blocking the Friarton Bridge in Perth was causing major delays, and motorists were urged to avoid driving in the south, west, central belt and South Perthshire regions of Scotland.

The strongest gusts have been recorded on the slopes of Aonach Mor, where the Met Office said winds had reached speeds of 142mph.

Meanwhile, the rest of Scotland  and northern parts of England are being lashed by severe gales of between 60mph and 80mph.

The Scottish Fire and Rescue Service said it was responding to numerous calls relating to fallen trees and road blockages.

And a spokeswoman for Scottish Hydro said its staff were working to restore power to the 100,000 homes affected by cuts, many of them in the Highlands.

The company said around 500 staff are working to fix the faults, including extra engineers drafted in from England.

In England and Wales, a total of 28 severe flood warnings - meaning there is a danger to life - have been issued by the Environment Agency (EA), 24 of them for the Anglian region.

Areas most at risk include the North Sea coast from Northumberland down to the Thames Estuary and Kent. At present, there are more than 150 flood warnings - indicating "immediate action required" - and 62 flood alerts in place.

In some places, sea levels could be as high as those during the the devastating floods of 1953, the EA said, although flood  defences since then, including the Thames, Deptford and Hull barriers, should provide better protection than 60 years ago.

EA spokesman Peter Fox said 3,000 properties were expected to suffer from flooding in the next 24 hours.

"The most important thing is that along the east coast (of England) the high tide will be hitting in the hours of darkness this evening and tonight, so people really need to take the daylight hours today to prepare for the coastal and tidal flooding that we are predicting," he said.

Northern Ireland has seen gusts of up to 70mph , with flying debris and high winds leaving around 7,000 properties without electricity.

Dubai Death: Superbike Racer Held At Heathrow

Former Superbike racer Sean Emmett, whose wife died in Dubai while the couple were on their honeymoon, has been arrested on his return to the UK.

Emmett, 43, had his passport given back to him by officials in the United Arab Emirates months after the conclusion of an investigation into the death of his wife Abbie.

He flew back to the UK from Dubai earlier on Thursday and was immediately arrested.

Mrs Emmett, 27, died in February after falling several floors from a high-rise hotel.

Surrey Police said: "A 43-year-old man has today been arrested by Surrey Police officers at Heathrow Airport in connection with the death of Surrey resident Abigail Emmett, nee Elson, in Dubai in February 2013.

"The man remains in custody while enquiries continue and it would be inappropriate to comment further at this stage."

Emmett had been stranded in the Gulf state since his passport was handed to officials during the investigation. Before his arrest, he posted a picture of his newly-returned passport on Twitter, describing it as the "best early Xmas pressie ever".

He later tweeted: "Thanks to everyone for all your messages, my phone's melting!! Flight booked and I'll be landing in Blighty 7.10 tmrw. #bringonthecold."

Emmett last month sent a message of thanks to supporters on Twitter, saying: "Just want to thank each and every one of you that has helped me with support, financial or otherwise. I don't even have contacts for some!"

Nigella Lawson: I'm Not Proud Of Drug Use

Nigella Lawson has said she is "not proud" of her past drug use after admitting she has occasionally taken cocaine and cannabis.

The celebrity chef said she would rather be "honest and ashamed" than "bullied with lies".

She said no one relished the spotlight being put on their mistakes, and denied her admission was "damage limitation".

The 53-year-old was in court for a second day as a witness in the trial of two former personal assistants, Elisabetta, also referred to as Lisa, and Francesca Grillo, who are accused of spending more than £685,000 on credit cards loaned to them by Ms Lawson and Mr Saatchi.

The Italian sisters - who prosecutors claim lived the "high life", spending the money on designer clothes and handbags from Louis Vuitton, Christian Dior and Vivienne Westwood - deny committing fraud by abusing their positions for personal gain.

Ms Lawson told Isleworth Crown Court in west London on Thursday: "I'm not proud of the fact I have taken drugs but that does not make me a drug addict or a habitual drug user.

"Up until yesterday, I've never spoken about anything that has happened these past months because I wanted to keep my private life, private."

Ms Lawson said she objected to stories "peddled" by her ex-husband Charles Saatchi, including that he was checking her nose for cocaine when he was photographed with his hand on her throat outside Scott's restaurant in the capital.

"Mr Saatchi was not examining me for cocaine. That's a story he made up afterwards to clear his name," she said.

She denied lying to police when she disputed the drug allegations against her and said it was the "extent" of her drug use that was untrue.

"It was not true in that my ex-husband was saying that he was getting cocaine out of my nose at Scott's and that I had been completely off my head for 10 years," she said.

"I actually did say at the time it was the extent that was not true."

Being questioned by Karina Arden, defending Francesca, Ms Lawson denied using her evidence to explain herself in front of "the world's press".

"I felt it was my duty to come," she said. "I certainly felt it would be an unpleasant experience but that's not a good enough reason not to do one's duty."

On Wednesday, she told the court of the "intimate terrorism" she claimed to have suffered at the hands of Mr Saatchi.

She spoke for the first time about the much-publicised incident at the central London eaterie which she claimed was triggered by a comment she made about a passer-by with a baby.

"I said 'I'm so looking forward to having grandchildren'," Ms Lawson told the court.

"He grabbed me by the throat and said 'I'm the only person you should be concerned with'."

She said she first took the class A drug with her late husband John Diamond when he found out he had terminal cancer, and on another occasion later during her troubled marriage to Mr Saatchi.

Ms Lawson said she "became involved" with Mr Saatchi after Mr Diamond died.

"It would be fair to say that not very long after my first husband died I began to become involved with Mr Saatchi," she said.

George Osborne Delivers His Autumn Statement

Chancellor George Osborne has told the country "Britain's economic plan is working but the job is not done".

Making his Autumn Statement Mr Osborne delivered good news for the economy. He welcomed revised growth figures, he said that borrowing was down to just £2,500 for every household and that the country's debt was £18bn lower than forecast in March.

But he welcomed the recovery cautiously and warned of "more difficult decisions", setting the tone for a statement that would contain little respite from tough austerity measures.

He said: "The hard work of the British people is paying off and we will not squander their efforts."

Mr Osborne said that Britain was growing faster than any other major economy as he announced that the Office for Budget Responsibility (OBR) had more than doubled its growth forecast for this year to 1.4%.

He said instead of forecasting growth of 1.8% for 2014 they were now predicting 2.5% and, similarly, the forecasts for growth for the next four years had been increased.

However, he stressed that the country could not stop fighting for its recovery as a reassessment by the Office for National Statistics showed that £112bn had been wiped off the British economy during the depth of the 2008/9 great recession.

The statement had been so widely trailed that it contained few surprises. Mr Osborne outlined a number of smaller measures to target the cost-of-living crisis and continued to concentrate on a continued and strong recovery.

Key measures included:

:: Pensions to be increased by £2.95 a week - with state pension age raised to 68 by the mid 2030s

:: The 2p rise in fuel next year would be cancelled

:: Tax breaks worth £200 for married couples who will be able to transfer personal allowances

:: Free school meals for children up to the age of seven

:: Job seekers aged 18 to 21 without basic maths or English to be forced to agree to training or lose benefits

Mr Osborne announced that while the NHS would be protected from spending cuts, welfare spending would be capped.

He said: "Welfare budgets were completely out of control when we came to office and the number of households where no-one had ever worked nearly doubled.

"We have taken very difficult decisions to bring benefit bills down – and saved £19 billion a year for the taxpayer. We need to maintain that discipline."

The Chancellor concluded by pushing home the message: "The job is not yet done, let's keep going."

Nigella: Saatchi 'Behind Drug Abuse Smears'

Nigella Lawson has told a court her ex-husband threatened "to destroy her" if she did not clear his name while giving evidence in a fraud trial.

The 53-year-old made the remarks when questioned about Charles Saatchi as she gave evidence at Isleworth Crown Court at the trial of two former personal assistants accused of spending thousands of pounds on company credit cards.

She said: "I have been put on trial here where I am called to answer, and glad to answer the allegations, and the world's press, and it comes after a long summer of bullying and abuse.

"He had said to me if I didn't get back to him and clear his name he would destroy me."

She added that the drug allegations were "dedicated to salvaging Mr Saatchi's reputation and destroying mine".

The court heard she had been reluctant to give evidence at the trial and said Mr Saatchi made the comment in reaction to that reluctance.

She told the court that Mr Saatchi had a temper and "didn't like to take part in family life".

Mr Saatchi and Ms Lawson were photographed earlier this year with his hand on her throat outside Scott's restaurant in Mayfair, London.

It is alleged that between January 1, 2008, and December 31, 2012, Italian sisters Elisabetta and Francesca Grillo committed fraud by abusing their positions while working for the couple.

The jury was told they are accused of using credit cards loaned to them by the TV chef and art dealer to spend more than £685,000 on themselves.

Ms Lawson told the court: "It's very difficult when you find out that someone you have loved and trusted could behave that way.

"In my heart of hearts I do not believe Lisa (Elisabetta) to be a bad person. I believe her not to have a very strong moral compass.

"She broke our heart."

She added that she once took out £7,000 from her savings to pay for Elisabetta Grillo to have her teeth fixed.

Girl, 15, Held Over Stabbing Death Of Teenager

A teenage girl is being held in connection with the murder of a 17-year-old boy in north London in the early hours of Tuesday.

Joshua Folkes, known to friends as Money J, was stabbed to death outside a friend's home in Palmers Green.

The 15-year-old girl was arrested in the Enfield area on Wednesday and is being held in custody.

Detective Chief Inspector Nicola Wall, the officer in charge of the case, said: "We are appealing to the local community about the murder of a boy who was loved by his family."

"His death has left them devastated. We are appealing to Josh's friends and the community to come forward and help us find his killers.

"Someone out there must know who is responsible for this murder."

"I ain't feeling good at all, I ain't feeling good at all," he said. "He was my best friend. He got stabbed. He lived with me here a little bit, he stayed with me here a couple of times."

The distraught friend described Joshua as "a good youth at heart" who loved music, particularly rapping.

"This made me realise what life is seriously really about," he said.

"I lost someone close to me. He had a lot of friends around here. Josh has got a lot of friends, this is what people don't know."

Soldier Held After Nail Bomb Found In Salford

A 19-year-old soldier has been arrested on suspicion of terrorism offences after a nail bomb was found at a house.

The man was detained at an army base in Paderborn, Germany, following the discovery of the suspicious device at a terraced house in Salford.

It is understood the soldier was detained by the Royal Military Police on suspicion of the unlawful possession of explosives, firearms and ammunition.

He was flown to the UK and questioned by detectives in Greater Manchester and has been released on bail until January pending further inquiries.

The nail bomb was discovered after a warrant was executed at an address on Mellor Street in Patricroft on November 28 at 1.30pm.

Residents were evacuated to a local school as army bomb disposal officers were called to safely remove the device from the property.

A 20-year-old man was arrested on suspicion of possession of abusive images.

Police revealed they recovered "several items of literature which could be viewed by some as potentially inflammatory".

These are understood to be extreme right-wing leaflets, according to Sky sources.

A spokesman for Greater Manchester Police said the soldier was arrested on Monday night on suspicion of Section 57 of the Terrorism Act.

On the discovery of the nail bomb, he added: "During a search of the property on Mellor Street, a suspicious device was found.

"A cordon was put in place and a number of residents were evacuated as a precautionary measure.

"Specialist officers assessed the device and were later able to confirm it was no longer a threat to the community."

The Royal Military Police are said to be working closely with Greater Manchester Police as part of the investigation.

Police have arrested a man in connection with the shooting of a female police officer in Leeds.

A major police manhunt for James Leslie was launched following the attack which took place shortly after 4am in Cardigan Road in the city's Hyde Park district.

West Yorkshire Police said two uniformed officers attended a "routine call" to a disturbance and were confronted by a man at the address who fired at them.

The female officer received "serious" but non life threatening injuries to her face, neck and right hand and is currently receiving treatment in hospital.

A male colleague was unhurt and able to remove her from harm's way and summon assistance from other officers.

Speaking at the scene, Chief Superintendent Paul Money said: "This is quite obviously an incident that is thankfully rare in Leeds but nonetheless very shocking."

The force said a 37-year-old man was arrested at 10.10am in nearby Wood Lane in Headingley following a call from a member of the public, and a firearm recovered in the area.

Assistant Chief Constable Geoff Dodd said the investigation was "still at an early stage" and while "any potential risk to the public has been removed", a police presence would remain in the area.

"The officer has sustained a very serious injury and her wellbeing is of paramount importance to us. The thoughts of colleagues remain with the officer and her family at this very difficult time," he said.

"It is right to say that incidents where police officers face threat from firearms are thankfully very rare but that does not lessen the shocking impact when an officer is injured in such a way," he added.

Ned Liddemore, vice chairman of the Police Federation, described the shooting as a "cowardly attack".

"We will be supporting the officers and their families through this traumatic time," he said.

A woman police officer called round to take information from his housemates during the night after a bottle was thrown through their window.

He said he later heard multiple shots.

Radio Aire reporter Charlie Frost said she spoke to a couple of neighbours who heard a disturbance.

"They told be that they were very shook by the incident and that it is very worrying that it can happen here on their doorstep," she told Sky News.

RBS And NatWest Glitch: Problems Persist

RBS and NatWest customers are still reporting problems with their accounts after a third major glitch in 18 months hit the banking group's IT systems UK-wide.

Thousands vented their anger on Twitter after all the high street banks' systems went down on one of the busiest shopping days of the year, Cyber Monday, for three hours from 6.30pm.

As well as bank cards, there were problems with RBS and NatWest's websites and smartphone apps.

The banking group said that while the technical issue had now been resolved, customers should visit their local branch or phone for free on 0800 151 0404 (NatWest) or 0800 151 0405 (RBS) if they were still experiencing problems with their accounts caused by the resulting backlog of transactions.

It promised anyone left out of pocket as a result of the failure would be compensated and there would be further investment in its technical systems to help prevent more disruption in future.

The group chief executive Ross McEwan said: "For decades, RBS failed to invest properly in its systems.

"We need to put our customers' needs at the centre of all we do. It will take time, but we are investing heavily in building IT systems our customers can rely on.

"I'm sorry for the inconvenience we caused our customers. We know we have to do better.

"This will include an outline of where we intend to invest for the future."

RBS - which owns NatWest - issued a statement on Tuesday morning via Twitter saying: "The systems issues that affected our customers last night have now been resolved and all of our services are now back working normally."

Customer services director Susan Allen told Sky News: "We know it was a very busy time of people doing their shopping before Christmas.

"We clearly deeply apologise for the inconvenience we've caused," she said.

Ms Allen insisted the problems were "completely unrelated" to high transaction volumes on Cyber Monday but was unable to give an explanation for the failure - the third in 18 months to hit customers - saying it was still under investigation.

It is understood that hacking has been ruled out though some customers told Sky News they were being targeted by phishing emails in the wake of the meltdown - an issue RBS said it was looking into.

Others complained about accounts being closed, suddenly overdrawn or unavailable to access online.

The group said Ulster Bank, which is also owned by RBS, was "partly affected" while several customers in Ireland reported problems.

Reports started to emerge of bank cards being refused at around 6.30pm on Monday.

One customer from Canterbury, Kent, tweeted: "Natwest down again. Looked like a melt in Londis when my card got declined for milk and tuna."

Josh Barlow, a Sheffield Hallam journalism student, wrote: "This is happening every month if not more and it's getting ridiculous."

RBS and NatWest came under fire in March after a "hardware fault" meant customers were unable to use their online accounts or withdraw cash for several hours.

A major computer issue in June last year saw payments go awry, wages appear to go missing and home purchases and holidays interrupted for several weeks, costing the group £175m in compensation.

The latest meltdown will heap more embarrassment on the banks because it came on so-called Cyber Monday, when retailers expect their busiest day of the year as pre-Christmas shoppers search the internet for bargains.

Trade union Unite, which represents RBS staff, called for the bank to halt its cost cutting programme - which has seen thousands of jobs axed and IT functions sent abroad - in the wake of the IT problems.

National officer Dominic Hook said: "It is unacceptable that the bank's customers are once again facing inconvenience. Unite has grave concerns that staffing challenges are exacerbating the problems facing the bank."
